t/t0001-basic: use plugin for waitfile testing

To avoid lack of synchronization between waitfile reactor loop starting
and writing to files for testing, embed the testing into waitfile.lua
itself using plugins. This allows tests to exactly schedule file updates
relative to the time the reactor starts.
