API Prod Release v1.4.1 (#30)

- Added Incidents Admin Page which will be used to manage Notification Messages on the Front End
- Revamped UI w/ new CSS
- Updated `/login` endpoint to automatically sign users in if they have a valid JWT Cookie.  Previously, users were always prompted to login at the endpoint even if they had a valid JWT Cookie.
- Updated Docker Compose to mount local `src/`, `templates/`, and `static/` directories directly to the container for faster development
- Fixed a couple of endpoints to return `403` errors instead of `401` errors when users were correctly signed in but didn't have auth to view the resources
