Ability to disable action rescheduler

* Without proper co-ordination action rescheduler will not actually work
  and can cause duplicate executions.
* With a proepr co-ordination backend also action rescheduler will not
  work very well since it does not share work. It will function and do
  the work as expected.
* Having a disable switch provide some amount of control.
