LGA-2404 Re-encrypt diversity data (#938)

* LGA-2404: Change DiversityDataCheck.personal_details from OneToOne field and to a ForeignKey as it is not uniqueue across the whole table

* Add diversity key paths to docker-composer local setup

* WIP - add command to generate dummy diversity data

* Do a check before re-encrypting items that it hasn't already been re-encrypted

* Try to decrypt some sample items using the old key and given passphrase before starting the full re-encryption process

* Rename diversity_reencrypt command to diversity_data_reencrypt

* Refactor test for the diversity_data_reencrypt management command to reuse the same mock schedule_tasks

* Refactor diversity re-encrypt test so we have separate test for incorrect passphrase and correct passphrase

* Fix task_count calculations
