Add support for '%-l' option to Flatpickr. (#3616)

We currently support the options '%-d', '%-H', '%-I', '%-M',
'%-m', '%-S', but not '%-l'. Adding '%-l' will prevent an
error to be raised when the Ruby format uses this option.
