chore(release) fix ARM release action

- Fix env flag & pass $CI.
- Mount file path stored in $GITHUB_ENV so variables can be exported
  from within the docker container.
- Address TODO in v8.sh to directly download runtimes from
  `kong/ngx_wasm_runtimes` since the repo is now public.
