Refactor "retain_old_count" RPM tests

Refactor module `pulp_smash.tests.rpm.api_v2.test_retain_old_count.py`:

* Fiddle with docstrings and comments.
* Fiddle with formatting.
* Attempt to reduce the complexity of the variables handled by
  `RetainOldCountTestCase`. Most importantly, make the `responses` class
  attribute a flat dict by dropping the embedded lists.

Test results do not change as a result of this commit.
