[chore] Handle different API error codes (#262)

- Add all API error types
- Add error parsing to request process
- Add unit test confirming API errors are parsed and raised properly
- Add local exception types
- Use local exceptions in source
- Fix Error model (different than an API exception type)
- Update unit tests to account for specific error types
- Unit tests to confirm API error handling working as expected
- Catch read and open timeout, redirect to TimeoutError
