Resource is just flask.views.MethodView

There was no real need to check for duplicate decorators. So remove
this and just have Resource be a pure MethodView.  This still leaves
the possibility for modification in the future.

Turned off autocorrect_location_header.  It drove me nuts trying
when I first started using relative url_for(),

Makefile will now give help on the targets.  So much easier after being
away from the project for awhile.
