router: Produce a 0-length body on 'OPTIONS'

It's more efficient to produce a minimal body on 'OPTIONS'.

The HTTP/1.1 specification tells that if no body is returned, the
'Content-Length' must be '0', which is ensured by calling 'extend_utf8'
with an empty string.

Add a test to ensure that the content length is effectively '0'.
