Add an author-only test for the "maybe wait" mechanism

Because the maybe_wait mechanism is very infrequently traversed
at present and the code behind it is largely derived from cargo cult,
this test serves as a very basic canary hoping that developer targets
( by way of being interactive by default ) will help expose design
bugs in this logic, by way of test not pausing when it should.
