Initial implementation of "taint_supported"

Tests included, but won't necessarily be useful until there's actually
a single target out there that doesn't support taint and we work out how
to concretely get the right result ( based on its version data/config, etc)
  in order to check its correctness.

As a stand-in, there's 2 fake targets that mock perl being broken in
various ways by abusing '-M' and a global control variable.
