Make developer API token work for authenticating

Make developer API token work for authenticating requests to the API.

If is_api_request() then AuthenticationPolicy just calls
userid_from_dev_token() first and then, if that returns None, tries the
legacy userid_from_bearer_token() (which is still used by our own
client).
