build: install fluxometer and Test.More

Install fluxometer.lua and Test.More (under $luadir/fluxometer) to
allow running fluxometer based tests against installed versions of
flux-core.

That is, the following should now work

 local test = require 'fluxometer'. init(...)
 test:start_session( size=2 )

 local flux = require_ok ('flux')

When flux luadir is in the default Lua search path.
