add Landlord class and tests

refactor some of the code here as there's too much repetition when
it comes to creating things and getting lists of items - push them
down in the Business::Fixflo::Resource class since we are already
extending this class we can just call $self->SUPER::... passing in
some arguments where necessary

note a couple of tests in the 002_end_to_end test are failing so
have wrapped these in an eval for now
