Commit Message

Declare file encoding. Add Python import.

Edit an `__init__` file and:

* Declare its encoding as utf-8.
* Add a `from __future__ import unicode_literals` Python import.

This is done throughout Pulp Smash, and the omission here was an oversight. This
change does not affect test results. Test results are as follows both before and
after this commit:
