bugfix edge case internal issues when supplied lists for erasures_pos and err_pos, bugs could happen such as in pyFileFixity, this fixes pyFileFixity unit test + optimizations on both pure python and creedsolo.pyx: use cpython arrays whenever possible instead of lists + a few more bytearrays pre-allocations + more consistent API for a few functions (eg, rs.find_prime_polys() always return an array, even when single=True) + fix unit tests + bump v1.7.28
