Refactor plugin store

Refactor the plugin store to improve performance and maintainability.
Allow parallel loading to improve plugin loading performance as the
plugin load order should not have any effect. In case we need something to order/prioritise plugins we should add additional meta data and use that data to order/prioritise stuff.
Remove the action trigger methods to align the store with the general flux architecture guidelines.
