Revamp OSTree tests

Fix various build problems, such as `make lint` and `make docs-html` failures.

Rewrite module `pulp_smash.tests.ostree.api_v2.test_sync_publish` by
significantly editing the structure and/or implementation of the following test
cases:

* `CreateTestCase`
* `SyncInvalidBranchesTestCase`
* `SyncInvalidFeedTestCase`
* `SyncMissingAttrsTestCase`
* `SyncTestCase`

Drop `PublishTestCase`. (In the author's opinion, it is of use but can be
improved given additional development iterations.)
