Lazily parse environment.yml in ResponseMate::Environment

Currently ResponseMate::Enviroment tries to parse the file with the
filename provided, during initialization.

Since having an environment file is optional, but we do inject the
environment dependency in ResponseMate::Manifest it's wise not
needlessly parse it.
