Implement changes to release version 1.0 :sparkles:

Rename method on `Rateable` returning display name to `rateable_name`

* The previous `name` method was more likely to cause conflicts
* Couldnt think of a better name

Implement validation of weighting within scale range

* Validate weighting when calling this from the rater

Implement validation of rating within scale range

* Validate rating when calling the rater; this will raise if out of bounds

Use a configuration object for providing the min/max rating/weightings but hide the api for now.
