API Update for Aws::STS

AWS services now return RegionDisabledException instead of AccessDenied
when a user sends an API request to an STS regional endpoint that is not
activated for that AWS account. This enables customers to more easily
decide how to respond, such as by trying to call a different region
instead of simply failing the call.
