Update minimum RuboCop version to 0.36.0

RuboCop's recent removal of the Astrolabe gem dependency[1] meant that
we could no longer simply require it ourselves. It appears that the
Astrolabe gem isn't accepting pull requests, so the RuboCop maintainers
decided to inline the code directly into RuboCop.

Since haml-lint is tightly-coupled to RuboCop, switch our Ruby parsing
implementation to use RuboCop's Sexp implementation instead of
Astrolabe's.

This also required us to fix a number of RuboCop warnings introduced by
the upgrade.
