[TASK] Make anchor links generate the same style of links as CSC

For compatibility reasons we switch the default anchor rendering style to make "c123" type anchor names like CSC would do. Of course this anchor rendering style can be changed by overriding the Layout(s) of FCC (in case users desire more meaningful anchor names based on content element's title if available).
