Fix callback test.

Source of oddness finally tracked down: the packing problem introduced by the
SameChipConstraint was causing many placement attempts in the intial placement
to fail thus occasionally resulting in an intial temperature of 0 (and thus the
anneal completing immediately). This has been fixed by ensuring all placeable
vertices will be the same size.
