Mark 'fcgi' as a private package dependency for 'vsgi-fastcgi'

None of 'fcgi.vapi' APIs are exposed and since the binding is typically
not locally available, it's better to just not require it in the
dependency file.

This is consistent with having '-lfcgi' in the 'Libs.private' section.

Fix build for examples as well.
