Platform entity with communication (#2426)

* added top level Platform entity, that also wraps the platform authorization

* draft migration; moved access to library to be via platform entity

* added communication platform creation to bootstrap; updated platform authorization to cascade into library also; modified communication auth policy to not need community policy; ...

* tidy up authorization propagation; updated graphql samples

* added privilege for creating a discussion; apply rules to communication in platform

* removed unused service

* do not need specific field resolver for authorization as inherits it; set platform auth policy rather than inherit at platform auth service

* removed service not used
