Simplify Request Signer Region Assignment

Now that we are using SigV4 as the global default, and requiring region
for client construction, we can use the configured region for most
cases. Two cases remain otherwise:

1. `Aws::IAM`, which is the remaining special case.
2. `Aws::CloudSearchDomain`, which has its own plugin for its special
   behavior.
