Manually install en_GB collations

Travis CI moved us on to their new platform for Legacy Precise builds,
which didn't have the collations installed.

This generates en_GB locales for the system (using `--no-archive`
http://git.io/vun4e) and later manually adds the collations to the
foi_test database.
