Remove release plugin settings for don't push during release, because this stopped sonarcloud from analyzing release builds

Without the keep commits local settings, "mvn release:prepare" would
push a commit with a non-release version that would be built by a
github actions CI build.

With the keep local settings in place, only -SNAPSHOT versions are
analyzed by sonarcloud.
