Update Formatting section

Add example of EU formatting as per #issue/600:

The European Union's Publication Office's "Rules for expressing monetary
units" [http://publications.europa.eu/code/en/en-370303.htm#position],
in English, Irish, Latvian and Maltese texts, the ISO 4217 code is to be
followed by a fixed space and the amount: eg: a sum of EUR 30

Also added link to the HTML rdoc version of Formatting for easier
reading.
