Bugfix/do not alter out file path for libraries (#112)

* do not alter file path if it is library

* test to check file path not altered for libraries

* refactor to smaller size plus only check url start

* add .toLowerCase()

* use regex to match a) pkg b) relative paths

* amend test to have urls with spaces

* Lint fixes
