LGA-1773 - Add back 2020 xmas/new year eve times until we have times for 2022 xmas/new years eve
Otherwise cla_backend tests will fail as they have a hard-coded year of 2022

We agreed to make backend use a dynamic year but we can't do that at the moment because we do not know the
operating hours for 2022 yet
