Suppress TooManyMethods rule violation for GitBufferHandler

The PatchWorker class could be extracted to package level, but that
would require increasing the accessibility of
GitBufferHandler.setPatch(), which is not desired.  GitBufferHandler is
basically an Active Object, and thus PatchWorker is an integral part of
this class, and shouldn't be extracted.
