Commit Message

Update pylint and astroid

Drop the version specifiers from `requirements-dev.txt` that forced the
installation of old versions of pylint and astroid. Do this because new versions
of pylint and astroid have been released, and the new releases fix several nasty
regressions. Most notably, pylint and astroid are now compatible with Python
3.5.

Refactor imports to comply with new import order checks.
