Commit Message

Fixed docstring, SIGHUP, read config file.

Fixed docopt docstring. Forgot to define some args as non-binary.

Moved get_arguments() into configuration.py.

Handling SIGHUP.

Wrote code that handles merging config from cli and config file.

Made some functions "private" so it's easy to know what's used only in
the module.
