Fixed usage of monkeypatch

The import

	from dateutil.tz import tzlocal

creates a new name for the symbol, so

	monkeypatch.setattr(dateutil.tz, 'tzlocal', lambda: faketz())

doesn't work. Using

	import dateutil.tz

and calling

	dateutil.tz.tzlocal()

does the job.
