Task/adhere to newest client spec (#173)

* update to newest client-specifcation

* task: Evaluate non-existing segments to false.

To adhere to 4.2.2 of the client-specification, this PR resolves any
segment either to the one included in the global data or to a DENY_ALL
segment which resolves to a constraint for a context field to be a
member of the empty list. Which it never can be.
