Refactor mistral DB setup to use mistral-db-manage

Refactor the use of syncdb script to mistral-db-manage command to
create and populate the mistral database. The mistral-db-manage also
adds appropriate version information to the database. This is required
for DB upgrade when moving to the next mistral version.
