Utility for building and minimising routing tables

Adds `build_and_minimise_routing_tables` to act as a wrapper for
`build_routing_tables` and `minimise`.

Doesn't remove entries which could be default routed. Although this
could be done it is unlikely that default entries may be removed from
highly minimised tables without breaking correctness.
