testsuite: improve usage of scripts/watfile.lua

Improve functionality and usability of t/scripts/waitfile.lua.
Script now takes timeout and pattern as option arguments instead of
positional parameters (-t, --timeout=T and -p, --pattern), and a
-c, --count=N is added to require N matches before the script
exits with success.

A --quiet mode and --verbose mode are also added.

Update callers since old usage is no longer valid.
