t/t2001-jsc.t: simplify JSC tests

Remove sync_flux_jstat() shell function and pull in functionality
to run_flux_jstat() since one was always used right after the other.

Instead of synchronizing over a pidfile in the jsc tests, instead
have run_flux_jstat() echo jstat PID to caller, and then synchronize
on existence of the jstat output file.

These changes simplify the test infrastructure and will hopefully
lead to less transient failures in the tests.
