Routing table minimisation - Phase 1

Add an implementation of the "ordered covering" algorithm for efficient
routing table minimisation by exploiting the ordered nature of the TCAM
routing table.

Phase 2 will improve "failed down-table check resolution". See lines
431-439 of `minimise.py` for further details.
