Commit Message

Added new eigenvalue solver under /variational/solvers/qr_c/.
At the moment there is just a function that diagonalizes a symmetric matrix by first reducing the matrix to triangular form and then applying the implicitly shifted QR-algorithm. To this end, it interfaces lapack routines via the scipy.linalg.cython_lapack interface.
