added --rescaleGeneticDistance flag

add a flag to scans.selscan_file_conversion():
"--rescaleGeneticDistance". With this specified, the genetic distance
(cM) of a physical position (bp) will be scaled linearly to be out of
100 cM, relative to its fraction of the max distance (cM) given in the
map file. Without the flag, the TPED can have genetic distance > 100 cM.
