speed up deploy by using copy method

We previously read the file and wrote it out, with the idea being that
if the file wasn't actually from the filesystem, if the build store was
something else like HDFS or GridFS, it would still work. This makes
things incredibly slow for the simple case, though, and the build store
will likely be the last thing that someone will keep on HDFS/GridFS.
