Make user test support Pulp 2.7+

Make test `ReadUpdateDeleteTestCase.test_use_deleted_user` in module
`pulp_smash.tests.platform.api_v2.test_user` support Pulp 2.7 and beyond. In
Pulp 2.6 and earlier, no JSON body is required when issuing an HTTP PUT request
for non-existent users, but in Pulp 2.7 and beyond, a JSON body is required for
all PUT requests to users, regardless of whether they exist or not. Update the
test to gracefully deal with this difference. Before update:
