Commit Message

Update the new Puppet tests

Do the following:

* Make the new puppet-related API documents reachable from the rest of the
  documentation. ("document isn't included in any toctree.")
* Fix some "title underline too short" warnings in the new puppet-related API
  documents.
* Twiddle with test code.

  * Force evaluation of calls to the `poll_spawned_tasks` generator.
  * Drop unused constants.
  * Append trailing commas and comments to some lines.
  * Tweak docstrings.
  * Rewrite several blocks of code for conciseness (and hopefully clarity too).

Before change (85 tests):
