 * support for all mpeg versions (bitrates and samplerates)
 * introduction of TinyTagException when parsing fails instead of failing silently
 * added `custom_samples` tests, that allow creating tests using whole
   tracks by putting them in the tests/custom_samples folder and naming
   the files appropriately (see custom_samples/instructions.txt)
