Makefile: Update mtime of fpconv.c when checking out

When the "fpconv" submodule is checked out, the fpconv.c file is touched to
update its mtime, to ensure that it is always newer than .gitmodules, so no
attempts to rebuild the checkout (and the rest of hipack) are done unless
the .gitmodules file changes.
